If a ban on clearcutting in Maine becomes law, blame it on the Spruce Budworm. When that small moth larvae began chewing up spruce and fir trees in Maine during the 1970s, it started a chain of events that has led to a pitched battle over forest practices. By the time you read this, that battle will have come to a head: On November 5, Maine voters chose between two competing proposals to regulate forestry. On Ballot Question 2, Maine's voters had three options. They could vote yes on 2a, a Referendum to ban clearcutting, sponsored by Maine's Green Party; yes on 2b, the Compact on Maine's Forests, which regulates clearcutting and is endorsed by the Maine forest products industry and several environmental groups; or choose 2c, none of the above. A clearcutting ban could damage the Maine forest products industry and lead to similar actions in other states, which should send a chill down the paper industry's spine.
