SCHEMES MONITORING INFORMATION SYSTEM

A web-based Information System that provides govt agencies a 360 degree view of the social schemes being implemented across all 10 districts in HP The state of Himachal Pradesh has 3,243 Gram Panchayats and approximately 150 crore rupees are sanctioned for different developmental schemes per year. It was a very tedious and difficult job to disburse the development funds rationally across all geographical and social segments so as to have an equitable growth of all. In addition to fair distribution of funds, it is also extremely important to monitor the progress of sanctioned schemes on regular basis so that the ongoing works can be completed within specified time frame, without cost escalation and as per scheme guidelines. The processes were time consuming and no transparency was there. Also since all the reports were to be submitted the human errors and communication delays were unavoidable. For preparation of any report all files and papers have to be searched again and again. The physical and financial progress was not known real time. There were certain schemes which were not started but there was no mechanism to efficiently get the list of such schemes and take appropriate decision. The works covered under the planning schemes were actually had very less share of the total works being executed by the executing agencies., So lack of efficient monitoring led to low priority to these works by the executing agencies.
