A stochastic optimal control approach is employed to study the variables related to real-time, incident-responsive traffic control. Time varying lane traffic state variables and control variables are specified to characterize section-wide interlane and intralane traffic states under conditions of lane blocking incidents. They lead to a discrete time, nonlinear stochastic model, which comprises four types of equations. From this model, an optimal control algorithm is developed to update the time-varying control variables and lane traffic state variables in real-time, with lane blocking incidents at isolated intersections. An advanced microscopic traffic simulator is used to generate the traffic data inputs. Results of the study indicate that the method developed can accomplish the goal of real-time, incident-responsive traffic signal control.
