Members of Congress are continuing efforts to create a national repository for nuclear waste, with several senators reporting that legislation tracking recommendations of a blue ribbon panel is expected to be considered this year. Sen. Jeff Bingaman (D-New Mexico), chairman of the Senate Energy and Natural Resources Committee, reported this month he plans to offer a bill based on the work of the Blue Ribbon Commission on America's Nuclear Future that issued its recommendations in January. In a speech at the Bipartisan Policy Center, Bingaman said the "first draft" of his plan included creating a quasi-government organization - similar to the Tennessee Valley Authority - which would be responsible for finding and developing volunteer nuclear waste sites.
