The recent suicide of a Massachusetts teen reopened a debate about schoolharassment, prompting Bay State lawmakers to pass one of the strictest antibullying laws in the U.S. The new legislation requires principals to investigate reports of bullying-any "severe or repeated" action, online or off, that could cause a student physical or emotional harm-and write prevention plans. That's where the trouble starts: no U.S. program has been shown to significantly reduce the slings and arrows of the schoolyard. In fact, according to a 2008 report, the average teacher "reported more bullying after intervention than before."
