It's 90 degrees in down-town Flint, Mich., and Jayson Miguel is shirtless in a pair of gray sweatpants. He's hanging out, minding his own-and breaking the law. It's not that he's loitering, it's his pants: they're sagged to reveal a pair of boxer shorts. "I've been sagging since the fourth grade," the 28-year-old says. It's "cool."Some might call that a style choice. But for David Dicks,nance, punishable by 93 days to a year in jail, and fines of up to $500. The local ACLU, meanwhile, says that's an incorrect interpretation of the law, which states that a person must have "open exposure" of the "genitals, pubic area" or "buttocks" to be disorderly. So it's given Dicks an ultimatum: stop, or we'll see you in court. "This man has basically taken his personal dislike of a style of dress and made it a violation of criminal law," says Flint ACLU president Gregory Gibbs.
