By the close of 1928 New Zealand Railways had 80 crossing-keepers at 37 crossings where rail traffic was particularly dense. Other crossings with a history of accidents were protected by either warning bells (54 crossings), wig-wag signals (32 crossings) or flashing lights (four crossings). However, despite NZR's efforts to curb rising accident statistics with such installations, the Department still had 2,561 "uncontrolled' crossings throughout the country.
