The chapter heading for Chapter Two sets the scene for this book: Following the creation of the Railways Department's Advertising Branch in 1915, the establishment in 1920 of the Railways Advertising Studios (soon abbreviated to Railways Studios or simply 'the Studios') was a pivotal moment in the history of New Zealand advertising and design. The impressive volume, breadth and artistic quality of the studio's output would see a government transport agency dominate the country's outdoor advertising scene for more than 60 years.
