On 27 July 2017, two diesel mechanical locomotives arrived at the Bay of Islands Vintage Railway in Kawakawa. They were donated by a benefactor and transported from Forest Loaders of Portland. Both locomotives are of the NZR D~s type, although purchased new by Whakatane Board Mills. The locomotives have a 0-6-0 wheelbase and were ordered through The Drewry Car Company of London.The first locomotive was built in 1947 at Vulcan Foundry for Drewry and has maker's number 2258. The locomotive saw service with the Whakatane Board Mills from 1949 to 1999 and had the road number of 103. In 1949 Whakatane Board Mills ordered another locomotive with the same specifications from Drewry, but this locomotive did not begin operating at Whakatane until 1954. The second locomotive had a maker's number of 2489 and the Board Mills gave it the road number of 104.
