A public vote on whether Manchester will launch congestion charging in return for £3bn spending on infrastructure is on a knife edge, opinion polls showed this week. Polls ahead of the postal ballot -the result of which will be revealed on 12 December - showed that the result could go either way. A survey of 5,000 people by the "yes" campaign, published this week, showed that 51.4% overall are in favour. However, only six of the seven metropolitan boroughs needed for the Transport Innovation Fund (TIF) package to be accepted are currently showing yes majorities according to the poll.
