The security technology is the basic means to form the public order of the information society. In elaborating a busi- ness strategy in the information society, it is necessary to understand the social movement as well as the security tech- nology. This paper explains the trend of standards and politi- cal policies about the information security, and considers the balance problem between the market driven development of the security technology and the legal system.
