The Shizuoka prefectural government is keen to ensure that everyone has the opportunity to benefit from the healthcare culture that is now flourishing in the region. Part of that strategy is the Kakaritsuke-yu programme, a network of geothermal spa resorts on Shi-zuoka's Izu Peninsula that focuses on promoting the physical and spiritual benefits of the Japanese onsen hot spring. "There are many people with good physical health but who suffer from stress," says Yamaguchi. "Through this programme, we want to provide a place where the busy people of Tokyo can come for psychological healing."
