This week, the chancellor will unveil the first Budget of this new Parliament; one bound to contain more austerity measures and more tough savings targets. Then, the Comprehensive Spending Review will begin. Whitehall will turn in on itself and civil servants and politicians will spend the rest of the summer bargaining hard to protect central departmental spending, but also to deliver tougher and tougher cuts -some of which will have devastating effects on our communities.
