'Dodgy' public service outsourcing contracts should be monitored by an 'invigilator' and councils should communicate with each other about companies' performance, a new report has suggested. The report comes after infrastructure giant Carillion, an outsourcing partner to councils across the country, went into liquidation last week. This week a report by the Smith Institute think-tank called for an end to the 'secrecy' it said underpinned contracts between public bodies and private partners.
