Council finance directors have expressed concerns about taking up the Government's offer of a four-year settlement amid the current uncertainty. Brexit, the localisation of business rates, changes to the New Homes Bonus, devolution deals and the wider economy are among the issues making it difficult to come up with a plan with a high degree of confidence. One local government source said: 'There is a strand of argument from a few quarters that says there is so much uncertainty following the referendum that it makes the offer meaningless and that it should be postponed until the Government fiscal arrangements post-Brexit are clear.'
