As local authorities wrestle with the reality of cuts in expenditure, they are not helped by the Government's rhetoric which speaks of the simple solutions of eliminating 'bureaucracy' and cutting down 'back-room staff, often described as carrying out 'non-jobs'. Local authorities know their task is not so simple. Fundamental issues have to be faced. Is bureaucracy a bad thing, or is it a necessity for effective government? Are 'back-room staff an unnecessary burden, or are they essential for the effective delivery of services?
