Some local authorities might be considering whether they should ask the Government to reopen negotiation of their LAA targets, although it would appear that minister for local government, John Healey, has ruled this out for the foreseeable future ('Healey rejects calls to overhaul LAAs', The MJ, 30 October). If the Audit Commission and other inspectors are willing to apply the flexibility available in the assessment process for the CAA, to take into account significant changes in material influences on these targets, this should be unnecessary. LAAs should only be redesigned when this would enable resources to be focused on the solutions to the crisis, or when the targets are unachievable because of massive changes to the key influences on those targets.
