IFS queries fair funding formula

Recent spending cuts could distort any objective analysis of need in the fair funding review meaning poorer areas could lose out, according to a study from the Institute for Fiscal Studies.In its report, the IFS said that as spending cuts from 2010 onwards have led to reduced Government estimates of need based on deprivation the outcome of the review will depend on which year's data is chosen.
