Mark Charters' role at Northamptonshire CC reads like a textbook model of latest thinking on adult services. As director of community services, Mr Charters covers not just adult social services such as mental health, learning disabilities and physical health. He is also responsible for cultural services, adult education, libraries, arts, and sports and parks. This community wellbeing approach focuses on prevention rather than acute provision. The aim is to keep people healthy, active and engaged with their community, as per proposals in the Green Paper Independence, Wellbeing and Choice, published in March.
