Growing your own: cultivating capacity in the public sector

In the last decade the public sector has been through an unprecedented period of fundamental review and organisational change. With the modernisation of the democratic process largely achieved, the focus has moved on to service improvement and business development, often in partnership with others. The challenge to achieve continuous improvement and community leadership in this mixed-economy environment has prompted many in the public sector to review their ability to deliver. Building capacity and developing management and leadership skills is now seen as a top priority.
