Last year authorities went through the death throes of the CAA. For unitary councils this included a new and probably quickly forgotten as-sessment of work-force planning. Leeds had been working on this and received a good provisional score. However, look-ing back the council saw benefits in be-ing occupied by this, not to impress audi-tors, but to have foundation work to draw on as the CSR raised its head.
