Former Chancellor, Alistair Darling, has dismissed nationalist pledges to offer Scottish local government a written constitution in the event of independence as 'meaningless hot air'. Mr Darling, who heads the cross-party movement Better Together which is campaigning against independence for Scotland in next year's autumn referendum, told Scottish council leaders: 'A written constitution without resources is hot air. No government in the western world has ever signed up to entrenching in a constitution a guaranteed amount of money for local government so it's meaningless.'
