I wanted to congratulate Steve Leach and Dennis Reed on their piece (Local government on the brink, The MJ 11 February, p22-23). It was one the best and most succinct set of paragraphs I have read to date on the state of the local state. I do not think local government has a 'divine right' to exist but something has to be there as a local co-ordinating intelligence to get things done and make things work. Warts and all, local authorities are as near as you can get to that proposition. I think these things go in cycles…we are at present in the negative period of being seen to be a problem.
