Merrick Cockell, leader of Kensington & Chelsea RLBC, explains how experimental plans for a so-called 'naked' - or barrier-free - streetscape are changing the balance between pedestrians and motorists. In one of London's smartest residential distrcts, a dingy tunnel leads from South Kensington Tube station to Exhibition Road. Or for the more adventurous, there is a slightly hazardous overland route via the busy Cromwell Road. Unfortunately, the tunnel has to close when there's too much rain. Access for the disabled or parents with pushchairs is difficult at all times.
