摘要

Public sector contracts are always keenly-fought contests to win the work. But they are regularly awarded to large companies. Last month, Sir Peter Gershon himself suggested local authorities look locally rather than choosing the 'big name' companies all the time (see The MJ, 4 August). Why do councils go back to the big players all the time? This could be for a number of reasons. Large companies have wide-ranging resources available to them, and their size and capacity ensures there is no function they can't undertake. These organisations also have the ability to field consequential liabilities, in case of dispute. In other words, they can be held fully accountable, and their size and capacity provides a level of cgimfort.
