Minister for children, young people and families, Bever-ley Hughes, has urged councils to bring together the work of children's services with other departments. Speaking at the launch of the Demos report Seen and heard, she said councils must become place-shapers which think about the needs of children and young people. 'If place-shaping is to be meaningful, it must apply to how councils work to develop and sustain neighbourhoods that are safe, welcoming and stimulating for everyone,' she said. Action by local authorities will be crucial to the UK's efforts to cut carbon emissions, climate change minister, Phil Woolas, has said. His comments came with publication of DEFRA statistics showing local regional emissions.
