A new 'manifesto for public services' has been launched by the Institute for Government, vowing to save £46bn per annum and promising the most radical shift in services since the welfare state was launched.The manifesto calls for public services to move to open book accounting, develop a 'lego block' approach to services and to cut administration and managerial processes by 40%.
