Reports from recyclers in the Europe have reported steady domestic demand for recovered fiber, however, they noted that Chinas "Border Gate Sword" operation has slowed worldwide markets for fiber in the fourth quarter of 2017, reported sources for the Bureau of International Recycling (BIR) in its quarterly scrap fiber report. In addition, recyclers are also concerned about China's new quality thresholds of 0.5 percent for recovered fiber exports going to China beginning March 1,2018.
