The Contemporary Operating Environment (COE) represents a significant challenge for armed forces, particularly SOF deployed at reach against non-state actors refusing to abide by international law and the Geneva Convention for the protection of Prisoners of War. With NATO and Non NATO Entity (NNE) partners conducting a wide spectrum of Counter-Terrorism and COIN operations across northern Iraq and Syria against the self-proclaimed Islamic State (IS), the current threat remains a clear and compelling one for frontline forces most vulnerable to capture by enemy forces.
