De auteur geeft een kritische analyse van Effects-Based Operations (EBO), een concept voor de inzet van strijdkrachten dat de laatste jaren wereldwijd in opmars is. Hij geeft eerst aan wat EBO is en wat de achterliggende gedachten zijn. Aansluitend analyseert hij de huidige veiligheidssituatie. Daarna gaat hij na of en in hoeverre EBO een oplossing biedt voor de problemen waarmee westerse strijdkrachten te maken hebben bij een inzet. Gegeven deze uitdagingen en het bestaan van frictie acht hij de praktische mogelijkheden van EBO van beperkte waarde.%The author presents a critical reflection on Effects-Based Operations (EBO), a fashionable force-employment concept that has gained widespread attention. He first introduces the concept, intended to reach certain goals in spite of all complexity. He than analyzes the current security environment. He finally reflects on the question to what extend EBO suit the challenges of the environment within the Western Armed Forces have to operate. In his view, both the challenges and the very concept of friction allow only for a rather low practical application of EBO.
