DFAS Suspends Recoupment

The Defense Finance and Accounting Service (DFAS) has announced a temporary suspension of recoupment of Voluntary Separation Incentive (VSI), Special Separation Benefit (SSB), and separation payments from military retired pay, effective June 1, pending a formal policy and legal review by DoD. VSI, SSB, and involuntary separation payments were downsizing" tools used by the services during the 1990s to reduce manpower levels.
