High IR drops

Q:We have taken "on" and "instant-off" readings with permanent reference electrodes placed below an aboveground tank. The "on" reading is as high as 13,000 mV vs. copper/copper sulfate (Cu/CuSO4) reference electrode (CSE) and the "instant off' is only -708 mV CSE. We think this big IR drop is caused by some problems during installation of the reference electrodes.
