Over the last few years, Finland's Neste Oil Corporation, an independent oil refiner and marketing company, has been able to generate a great deal of business from Russia's development of its Primorsk terminal in the eastern Gulf of Finland. Neste Oil's ice-strengthened fleet has positioned the company to take advantage of the terminal's export flows and sell capacity to third parties.
