The U.K.'s Department of Transport and the Foreign and Commonwealth Office, say several key conditions must exist for piracy to thrive. "Piracy can be attributed to a variety of precursors although it is primarily a socioeconomic issue arising in regions where maritime trade meets poverty and social deprivation, combined with an absence of effective law enforcement. Such instability and lawlessness combined with an abundance of easy maritime targets provides a strong attraction to poor disaffected locals who will be motivated by financial gain, thus creating a fertile breeding ground for piracy.
