The Federal Maritime Commission (FMC) has had a busy several weeks as it undertakes investigations into the impact of Canadian ballast water regulations on U.S. lake carriers how the U.S.-based cruise industry can resume operations. In May, the FMC voted unanimously to accept a petition filed by the Lake Carriers' Association (LCA) that alleges ballast water regulations proposed by the Government of Canada will discriminate against U.S.-flag vessel operators.
