The Junk In 'Junk Mail'

What makes a piece of mail "junk"? Most often it is not the envelope or packaging which the mailing comes in or the paper on which a solicitation is made. It is in fact the offer or solicitation itself: it simply does not appeal to a particular consumer. A good example is a low-interest credit-card offer sent to somebody who pays her bill in full every month. Such an offer would simply not appeal to her.
