The Sacramento District Attorney's Office, the Internal Revenue Service's criminal division, and the FBI are examining allegations of systematic overcharges by an unlicensed contractor at the Sacramento Public Library (SPL) that have cost the system an estimated $650,000 since 2004.Now the library faces intense public criticism for its apparent lack of oversight. According to a library-commissioned investigation presented to law enforcement on October 3, SPL's security chief is the husband of the owner of Hagginwood Services Inc., the contractor in question. Moreover, the sole library administrator responsible for approving the contractor's invoices had an outside "business relationship" with the company.
