As far as city planning is a kind of action by which some values are realized, the problem of value ought to be though strictly both on the purpose of plan and on the method of realization. In this paper four categories (human, inhuman, epistemological, ontological) are generally set up and especially a distinction between epistemological and ontological is pointed out about the concepts of value.
