The applicant Irish travellers (M and D) applied to quash decisions of the respondent Secretary of State to refuse planning permission for the use of land as gypsy sites. M and D both occupied pitches on sites in different parts of the United Kingdom and planning permission had been sought to use the land for the stationing of caravans for gypsy sites. In M's case, the land was in a green belt and planning application was refused. After a public inquiry, the Secretary of State upheld the inspector's decision to dismiss the appeals.
