A History of the Water Infrastructure and Conservation Adjustment Surcharge in Connecticut

In 2007 the Connecticut Legislature passed a law authorizing the Department of Public Utility Control to allow investor-owned water companies to recover their investment in infrastructure replacement projects through a Water Infrastructure and Conservation Adjustment (WICA) surcharge on water bills. The WICA Program was implemented in 2008. In three construction seasons since implementation, 176 projects have been completed and more than 50 miles of pipe have been replaced. Surcharges on water bills have been modest and customer complaints about the increases have been negligible.
