In an environment of profound societal, economic and consumer change, local authorities are confronted by ever more complex issues. Delivering lasting and sustainable transport services that citizens want to use is becoming a major challenge. It involves more than just designing the transport offer within a given administrative boundary, but identifying the relevant mobility scale or catchment area for trips, which are set to increase by 40% (1995-2030) by some estimates. These changes come at a time when the financial uncertainty caused by the current crisis is susceptible to slow or interrupt projects intended to increase capacity.
