E-Government -- Are Federated Initiatives Better? A Case Study of Kunshan City in the Peoples Republic of China

Governments across the globe have embarked on e-government projects with the aim of providing online citizen, business and intra-government information and services more efficiently and effectively. However, the political stance of a country, as well as the maturity in terms of education, infrastructure etc. that may vary across regions of a country may thwart overall e-government development as per a national charter. In such cases, a federated initiative may be better. This teaching case explores the independent e-government initiative of Kunshan, PRC and serves as a basis for determining whether and when a federated e-government initiative may be better than a centralized approach.
