FETCHING FUNCTION: NAHRO'S AWARDS OF EXCELLENCE IN PROJECT DESIGN

By 1990, Esther Short Park, the oldest city park west of the Mississippi, was little more than a hangout for drug addicts and the homeless. Surrounded by dilapidated buildings, what once was the centerpiece of downtown Vancouver, Washington was now largely avoided. Ten years later, redevelopment had begun on the north, east and south sides of the park (the areas closest to the downtown core), however the west side was still in need of development.
