THE 2006 LEGISLATIVE YEAR IN REVIEW

The year 2006 may he remembered as one of small victories and great struggles in housing and community development (HCD) legislation. The year was marked with continuing disinvestment in public housing, but the Community Development Block Grant was saved. Thanks in part to the efforts of NAHRO members who educated and informed members of Congress, the Senate appropriations bill increased funding over the House bill and the President's budget, and included language to reform the Housing Choice Voucher funding formula—however appropriations were ultimately wrapped up into a continuing resolution. The following is a recap of the highs-and lows-of HCD in 2006.
