Here the questioner, representing a manufacturer of pressure cargo tanks, notes that § 173.315(i)(3) formerly applied to MC 331 cargo tanks used to transport compressed gases; but through changes made by HM-215D it now only applies to portable tanks. Under this provision, the relief valve is required to open at no more than 110% of the tank's marked design pressure but no lower than the minimum pressure specified by §173.315(a) for the gas transported.
