Promulgation of regulations throughout the federal government has gotten off to a slow start for 2017 due to the "regulatory freeze" imposed by the White House on January 20,2017. The freeze gives officials in the new administration an opportunity to review currently planned regulatory activities and, as set forth in recently issued executive orders and guidance, make changes to both planned and current regulatory actions and processes. As we go to press with this edition of The Journal, a major initiative is underway to develop the Spring 2017 regulatory agenda. Agency submissions are due to the Office of Management and Budget by March 31.
