Cryogenic Industrial Solutions sought and was granted relief from the above referenced sections of the HMR for repairs to DOT 4L jacketed cylinders without the required pressure testing. These repairs do not affect the inner lining and cylinders' abilities to withstand pressure, they are repairs to the insulating sheath and attached components. There is no specific attention to relief from other sections of 180.211, merely the pressure testing after repairs have been conducted, nor is relief granted from leak testing or thermal conductivity verification (§180.211 (c) (2) (ⅱ) & (ⅲ).
