As we are beginning to see, few benefit from government shutdowns. Certainly, the National Transportation Safety Board does not, as they issued a press release on the effects of the shutdown on their operations, including their accident investigation apparatus. (There were a good number of incidents during the shutdown.) And I would also suspect there are a few people at the U.S. DOT right now who feel encouraged by the current state of affairs. But, at least for the near future, the government is back to functioning.
