Zur Reform der Subventionspolitik unter Umweltgesichtspunkten

In jüngster Zeit mehren sich die Bemühungen, den Subventionsabbau voranzutreiben. Das umweltpolitische Anliegen, umweltschädliche Subventionen abzubauen oder ggf. umzugestalten, findet dabei allerdings nur bedingt bzw. ad-hoc Berücksichtigung. Ziel dieses Aufsatzes ist es, die allgemeine Debatte über den als notwendig erachteten Subventionsabbau und das umweltpolitische Bestreben zur Reform ökologisch schädlicher Subventionen näher zusammenzuführen und den Reformdiskurs zu beleben. Zu diesem Zweck sollen zwei Zugangswege zum Thema dargestellt und kritisch beleuchtet werden, ein empirisch-analytischer und ein normativ-konstitutionenökonomischer. Es werden einige Defizite aufgeführt, die dazu führen, dass ein - auch aus ökologischer Sicht zielführendes - institutionelles Arrangement für Reformen nicht realisiert wird (Entkopplung). Die beiden Ansätze werden daraufhin stärker zusammengeführt und in pragmatischer Absicht weiterentwickelt, was insbesondere eine stärkere Prozess- und Akteursperspektive mit sich bringt. Abschließend werden Überlegungen angestellt, Prozessnutzen in Ergebnisnutzen zu "transformieren".%Recently there have been a number of attempts to reduce subsidies in Germany. Whereas, from an environmental perspective, it would be desirable to reduce or possibly redesign environmentally harmful subsidies, little systematic efforts have been made in this direction. This paper aims to bring together the general debate on the necessity of subsidy reductions and the concerns of environmental policy to reform environmentally harmful subsidies. We do so by highlighting two approaches to the issue and discuss their merits and shortcomings, an empirical-analytic and a normative, constitutional-economic approach. Those shortcomings that prevent an adequate institutional arrangement for reforms to be realised are mentioned. We then try to better match the two approaches and extend them pragmatically which leads to a stronger focus on policy process and actor constellations. Some concluding remarks reflect on the "transformation" of process into substantive benefits.
