In searching for a subject for this occasion it seemed to me that you might be interested in a discussion of some of the monetary and business developments that occurred in 1936 and 1937, and that have a bearing on the current situation. I shall endeavor to make my discussion as factual and as objective as possible. In a matter of this kind, however, there is an unavoidable element of personal judgment and interpretation involved. I must, therefore, ask you to bear in mind that any judgments made either explicitly or implicitly are my own and do not reflect in any way the views of the Board of Governors.
